Phil Johnson attended the 2009 School Law Seminar of the National School Board Association Council of School Attorneys on April 2 - 4, 2009, in San Diego, California.

The intensive two day seminar included presentations on free speech issues in the public schools, employee discipline, negotiating a superintendent's contract, and disciplining students with disabilities.

Phil, who is also a member of the Washington Council of School Attorneys, has represented school districts and practiced in the area of school law for the past 25 years.

Educating the Construction Community

Phil Johnson, Steve Smith and Danielle Marchant, all partners at JGWS, were presenters at a seminar on April 28, 2009 that was sponsored by the North Central Home Builders Association ("NCHBA"). Mr. Johnson spoke on the topic of Payment Protection in State and Local Public Works Projects. Mr. Smith presented on the topic of Construction Contracts, and Ms. Marchant spoke regarding the topic of Liens on Private Jobs. This course provided Ms. Vira with the current trends in this field as well as recent and pending legislative changes. Steve Smith and Amy Vira recently successfully defended a municipal client against a claim brought by the Northwest Justice Project (NWJP). NWJP alleged that the client failed to adequately address the issue of affordable housing in the housing element of its comprehensive plan in violation of the State of Washington's Growth Management Act (Chapter 36.70A RCW). The Eastern Washington Growth Management Hearings Board disagreed and ruled decisively in the client's favor, finding that the housing element of its comprehensive plan complied in all respects with the State Growth Management Act.
